
The Center for Post-trauma Therapy and Trauma Education (former Crisis Consultation and Education Center (CCEC)) is Finland's first
center for trauma psychology. The Center is located in Oulu and provides
information, education, consultation and treatment for individuals, families,
workplaces and communities who suffer from the effects of trauma.
ORGANIZATION The Crisis Consultation and Education Center was a province-wide project implemented by the Mother and Child Home and Shelter of Oulu, together with the Oulu Area Society for Mental Health, the Northern Ostrobothnia District of the Mannerheim League for Child Welfare, the Oulu District of the Finnish Red Cross and the City of Oulu. The Finnish Slot Machine Association (RAY) financed the project between 1994-1998. The aim of the project was to promote and develop means to help the victims of traumatizing events and their helpers, in co-operation with volunteer organizations and government agencies
The mother organization of the project was the Mother and Child Home and Shelter of Oulu (OET). The Board and the Executive Manager of the OET administered the project together with the Working Committee and the Project director. The Working Committee has been staffed by representatives of the four volunteer organizations and the city of Oulu.
Working Committee CREATING A PROTOTYPE OF EARLY CRISIS INTERVENTION AND FOLLOW-UP SERVICES In 1987, the Finnish Suicide Prevention Research Project built a network of professionals in Finland, in the Oulu area and brought the needs of crisis intervention into daylight. As a field interviewer of this project, Soili Poijula envisioned developing a prototype organization for systematic early crisis intervention since there was no center for crisis/trauma psychology in the entire country. As the idea of utilizing early crisis intervention, crisis teams and psychological debriefing became accepted in Finland, the first crisis team was started in the Oulu area in 1991. The network supported the idea of a specialized center to help trauma victims through provision of specialized treatment services. In 1994, four volunteer oranizations and the city of Oulu met and formed a project team
along with members from child guidance organizations, the health care and social
welfare systems, the Evangelical Lutheran Church, the Oulu Administration board, law
enforcement agencies and the University of Oulu. The end product of the team was the creation
of the Crisis Consultation and Education Center. The goals of the Center are to provide
psychosocial support to victims of trauma, to develop a systematic model to help victims of trauma,
and to care for helpers who work with the traumatized. The center offers early crisis intervention,
crisis therapy and post-traumatic therapy. It organizes training in diagnosis and
treatment of PTSD as well as crisis intervention and innovative therapies. The center
sponsors EMDR-seminars and coordinates the Finnish EMDR network, informs the public
and media about trauma and its impact, conducts research and networks with professionals
on an international basis.
